About Us

Established in 2014, CHIA Queensland is the independent industry body representing community housing organisations (CHOs) in Queensland. Governed by a professional and committed Board of Directors, CHIA Queensland is a member-based, non-profit company limited by guarantee. Our purpose is to lead and enable a diverse and dynamic community housing industry in Queensland.

Our member organisations provide a wide range of homes – long-term housing for key workers and those on low and moderate incomes, purpose-built developments for seniors, homes for people with disability, as well as crisis and transitional accommodation for those at risk of homelessness. Collectively, our members hold a portfolio of around 11,000 homes valued at over $2 billion.

Our strategic vision is that Queensland’s community housing industry leads the way in meeting housing needs in communities that support life opportunities.   In collaboration with our members, industry, sectoral partners and peak bodies we work to:

  • Promote the role and value of the community housing sector to potential investors, government and other stakeholders.
  • Advance social and affordable housing through policy leadership
  • Sustain a dynamic and diverse sector through industry development
  • Increase our organisational and financial viability

We are committed to evidence-based, practical solutions to policy and delivery challenges and our work is underpinned by our independence.

We also provide a range of member engagement opportunities to help shape and implement policy and strategies that will promote and sustain the sector.

Key strategic projects that we will undertake in 2022-23 will include:

  • Investigate alternative models for transitional housing that would reduce the social housing wait list, reduce the negative impact of transitional housing on tenants and improve the financial viability of tenancy sustainment
  • Assessing the financial impact of an ageing housing portfolio on CHO viability
  • Building a better regulatory system

In 2022 CHIA Queensland welcomed funding from the Queensland Government to support the implementation of the Housing and Homelessness Action Plan. Key activities will include:

  • Consulting with the sector and providing informed advice to the Community Housing Steering Committee, the Planning System Reference Group and other forums
  • Leading implementation across the sector of the Community Housing Master Agreement including provision of industry-led legal opinion
  • Helping the sector understand and maximise opportunities under the Queensland Housing Investment Growth Initiative.

CHIA QLD’s members include tier 1, 2 and 3 NRSCH community housing organisations (CHOs) across Queensland’s urban and regional communities.

CHIA QLD also welcomes participation from associates, industry professionals, sponsors and partners, and other organisations that support the goals of the community housing sector.

Annemaree Callander

Executive Officer

Annemaree has over 35 years’ experience in human service delivery focused on housing, homelessness, and young people. She has held policy, direct service and senior leadership positions in both the government and community sector.

Most recently Annemaree spent 11 years as the CEO of Brisbane Youth Service, a Tier 3 Housing provider and specialist homelessness service which delivers a comprehensive range of programs and services to vulnerable young people and young families.

As CEO Annemaree led the organisation through a period of significant growth, established the research and evaluation functions and developed innovative partnerships to increase the supply of social housing for young people.

Esther Dabinett

Administration Officer

Esther has over 20 years’ experience providing governance and executive support to Boards for not-for-profit organisations, small-medium sized businesses and large State-wide public organisations.  With a strong sense of social justice, Esther provides CHIA Queensland with Board and executive support and actively engages with its community housing sector members.
